Circle Receives Limited Purpose Trust Charter From NYDFS
Circle, a financial and stablecoin services company, has announced another milestone in the race to become one of the most regulated companies in the crypto industry.
On Friday, the company disclosed it had received a limited-purpose trust charter from the New York Department of Financial Services (NYDFS) allowing it to expand its operations in the state. Under the new charter, the company might provide custody services to its customers, issue state-approved stablecoins, and manage the reserves backing them.
The NYDFS registers Circle Internet Trust Company as a Limited Purpose Trust Company, while Circle Internet Financial appears as a Money Transmitter and a Virtual Currency Business via BitLicense.
The company was a pioneer in receiving such a license in 2015, while businesses like Mastercard and Galaxy Digital have recently received it to expand their operations in the state.
Circle celebrated this event as a confirmation that the company is committed to following “the highest standards of safety, transparency, and compliance,” given the rigorous vetting established by the NYDFS, comparable to that of a full commercial bank.
Circle co-founder and CEO Jeremy Allaire remarked on the relevance of the achievement, commenting that earning such a trust charter “has been a longstanding objective for Circle given the regulatory clarity that comes with it.”
“NYDFS is an international standard setter for digital asset regulation, and New York is Circle’s global headquarters. This charter reflects over a decade of regulatory commitment and positions USDC within a strong, respected framework as digital dollars become central to the global financial system,” Allaire concluded.
The limited-purpose trust charter approval comes after Circle received U.S. Office of the Comptroller of the Currency (OCC) approval to establish Circle National Trust, putting its stablecoin operation under federal oversight to reach a “new standard for transparency, governance, and scale for Circle’s infrastructure,” as Allaire declared in July.
