6 Huron County, Michigan Senior Services Funding Details Voters Decide August 4

For many older adults, staying at home depends on a network of community services that most people don’t think about until they suddenly need them. A ride to a doctor’s appointment, a hot meal after surgery, or respite care for an exhausted family caregiver can make the difference between aging independently and moving into long-term care. That’s why Huron County voters will decide two senior services funding proposals on the August 4 ballot. Here’s what you need to know.

1. Voters Will Decide on Both a Renewal and an Additional Millage

The August 4 ballot includes two separate proposals related to services for older adults. One proposal would renew the county’s existing 0.25-mill Older Citizens Services millage, while the second asks voters to approve a new 0.075-mill levy dedicated to expanding senior programs. Together, the combined rate would equal 0.325 mills if both measures pass.

Senior millage dollars typically support services that help older adults remain safely in their homes, including home-delivered meals, transportation, caregiver respite, wellness checks, adult day programs, benefits counseling, and other community-based assistance. Exactly which programs receive funding depends on local county decisions.

County commissioners approved placing both proposals on the ballot after determining additional funding would be needed to meet growing demand for senior services. According to reporting by the Huron Daily Tribune, the additional millage would supplement (not replace) the current funding structure.

2. The Cost to Property Owners Is Relatively Small

Many voters want to know what a proposal will actually cost their household. The new 0.075-mill request would equal approximately $7.50 annually for every $100,000 of taxable property value. If both measures are approved, the total senior services millage would amount to roughly $32.50 annually on a home with a taxable value of $100,000. While every family’s budget is different, county officials have emphasized that the proposed increase is relatively modest compared with the range of services funded. Ballot language explains the tax would run for five years beginning in 2027.

3. The Additional Funding Would Expand Services for Older Adults

The new revenue is intended to help maintain and expand programs serving Huron County residents as the senior population continues to grow. While exact spending decisions would be made through the county’s budgeting process, senior millage dollars traditionally support services that help older adults remain safely in their homes. These may include transportation assistance, nutrition programs, caregiver support, wellness initiatives, and other community-based services. Aging in place is often less expensive than institutional care while also allowing seniors to maintain independence and stronger community connections. County officials estimate the additional levy would generate approximately $228,852 during its first year.

During discussions leading up to the ballot proposal, county officials and community members cited rising costs and waiting lists for services such as Meals on Wheels as reasons additional funding was requested.

4. Demand for Senior Services Continues to Rise

Michigan, like much of the country, is experiencing a steady increase in its older adult population. Longer life expectancy means more residents need transportation, health support, home safety assistance, and caregiver resources well into their 70s, 80s, and beyond. Families often discover these services become essential after a hospitalization, surgery, or the loss of a spouse, making community programs especially valuable during difficult transitions. Public health officials also note that preventive community services can reduce isolation and help seniors remain healthier for longer periods. Huron County already offers multiple aging-related health programs through its Health Department, reflecting the growing need for senior-focused resources.

5. Voters Should Understand That Millage Funds Stay Local

One common misconception is that senior millage revenue disappears into a state’s general budget. In reality, these locally approved millages are generally administered by county government and directed toward programs benefiting residents within the county.

Although the county administers the millage, funding decisions still go through the county budgeting process, allowing officials to adjust spending priorities as community needs evolve rather than relying entirely on state or federal funding.

A small portion may be captured by certain development authorities as allowed under Michigan law, but the overwhelming majority supports local services for Huron County seniors. That local control allows county leaders to respond to changing community needs instead of relying solely on state or federal funding.

Why Aging in Place Matters

Helping older adults remain at home isn’t simply about convenience. Studies consistently show that many seniors prefer to age in place when it’s safe to do so, and community-based services can delay or reduce the need for more expensive institutional care while supporting independence and caregiver well-being.

6. August 4 Is an Important Election Beyond Candidate Races

Many voters focus primarily on candidates during primary elections, but local ballot proposals often have long-lasting financial impacts. Michigan’s August 4 election includes numerous county and township funding questions, with Huron County’s senior services proposals among the most significant for older residents. Eligible voters may cast ballots in person on Election Day, vote during the state’s early voting period, or use absentee voting if qualified under Michigan law. Checking a sample ballot beforehand can prevent surprises at the polling place and give voters time to research each proposal. The Michigan Department of State provides election dates, registration deadlines, and voting information for all eligible voters.

Why This Local Vote Could Have Lasting Impact

Local transportation, nutrition programs, caregiver support, and wellness services often become important only after a family experiences illness, injury, or the challenges of aging. Reviewing the ballot language and understanding how the proposals would work allows residents to cast their votes based on facts rather than assumptions.
