Every year, thousands of New Jersey seniors spend weeks trying to figure out which property tax relief programs they qualify for. Some apply for one benefit but miss another simply because they didn’t realize separate programs existed or assumed they needed different paperwork. New Jersey is trying to eliminate that confusion with Form PAS-1, a single application that determines eligibility for three of the state’s largest property tax relief programs.

According to the New Jersey Division of Taxation, PAS-1 now serves as the combined application for ANCHOR, Senior Freeze, and Stay NJ benefits. For eligible homeowners, completing one form could unlock thousands of dollars in annual tax relief without filing multiple applications. Here is what you need to know about this form and how it can help you unlock the tax relief you need.

Who Should Complete a PAS-1 Application?

Many homeowners assume PAS-1 only applies to people already receiving property tax relief, but that’s not the case. The combined application is intended for homeowners age 65 or older and certain residents receiving Social Security Disability benefits who may qualify for one or more of the included programs. Even if you believe your income is too high for one benefit, you may still qualify for another because each program has different eligibility requirements. Since the state reviews your information for all three programs, submitting one application can help ensure you don’t miss assistance you may have otherwise overlooked.

Applicants can complete PAS-1 online through New Jersey’s Property Tax Relief portal or submit a paper application by mail. The online application includes identity verification and allows applicants to track their progress more easily, while paper forms remain available for those who prefer traditional filing.

New Jersey offers several resources for applicants who have questions about PAS-1 or need help completing the form. Seniors can contact the Division of Taxation, visit one of the state’s Regional Information Centers, or seek assistance through community organizations that regularly help older adults complete benefit applications. Asking questions before the filing deadline is usually much easier than correcting an incomplete application afterward.

Important: Eligibility requirements (including income limits, residency rules, and benefit calculations) are different for ANCHOR, Senior Freeze, and Stay NJ. You don’t need to determine which programs you qualify for before applying. The Division of Taxation uses the information on your PAS-1 application to evaluate eligibility for all three benefits.

One Application Simplifies Three Valuable Tax Relief Programs

The biggest advantage of the New Jersey PAS-1 application is simplicity. Rather than completing separate paperwork for multiple property tax relief programs, eligible applicants submit a single form that the state uses to evaluate eligibility for all three benefits. The application is available online through New Jersey’s Property Tax Relief portal or as a paper form for those who prefer traditional filing. State officials review the information provided and automatically determine which programs apply based on age, disability status, residency, income, and other eligibility requirements.

You Won’t Receive Duplicate Benefits

One misconception is that applying for all three programs means receiving three identical payments. That’s not how PAS-1 works. Instead, the Division of Taxation calculates each program separately and coordinates the benefits according to state law. For example, Stay NJ is calculated after any ANCHOR and Senior Freeze benefits have been applied, helping ensure homeowners receive the maximum relief they’re entitled to without duplicating payments. Applicants receive a benefit statement showing how each program was calculated.

The Senior Freeze Program Helps Offset Rising Property Taxes

One program included on the New Jersey PAS-1 application is the Senior Freeze (Property Tax Reimbursement) program. Despite its name, the program does not literally freeze a homeowner’s tax bill; instead, it reimburses eligible seniors and certain disabled residents for property tax increases above their established base year. To qualify, applicants generally must meet age or disability requirements, satisfy residency rules, and remain within annual income limits established by the state. The reimbursement can become increasingly valuable over time as local property taxes continue to rise.

ANCHOR Continues to Provide Broad Property Tax Relief

The Affordable New Jersey Communities for Homeowners and Renters (ANCHOR) program is another benefit accessed through the New Jersey PAS-1 application for eligible seniors and disabled residents. ANCHOR provides direct property tax relief payments to qualifying homeowners and renters who meet income and residency requirements. Unlike Senior Freeze, ANCHOR is designed to provide annual financial relief rather than reimbursing increases over time. Depending on household circumstances, eligible applicants may qualify for significant payments that help offset New Jersey’s high property taxes.

Stay NJ Adds Another Layer of Property Tax Savings

The newest benefit included in the New Jersey PAS-1 application is Stay NJ, a program created to help older homeowners remain in New Jersey despite rising housing costs. Eligible homeowners age 65 and older may receive property tax relief equal to 50% of their annual property tax bill, subject to income limits and maximum benefit amounts established by state law. The Stay NJ benefit is calculated after any Senior Freeze and ANCHOR benefits are applied, ensuring applicants receive coordinated assistance rather than duplicate payments. Current state guidance explains that applicants receive a benefit statement showing each program’s calculation separately.

Filing Early Helps Avoid Last-Minute Problems

Although the New Jersey PAS-1 application simplifies the process, applicants should still begin gathering documents well before the filing deadline. Homeowners should have income information, Social Security numbers, property tax records, residency documentation, and any requested supporting materials available before starting the application. Filing early also leaves time to correct errors or provide additional information if the Division of Taxation requests clarification. For the current filing cycle, New Jersey has announced a November 2, 2026 application deadline for PAS-1.

Don’t Assume You Only Qualify for One Program

Many homeowners mistakenly believe they’re only eligible for ANCHOR or only for Senior Freeze. PAS-1 eliminates that guesswork because the state reviews your application for all three programs at once. Even if you don’t qualify for one benefit, you could still qualify for another, making it worthwhile to complete the application rather than ruling yourself out in advance.

One Application Could Make Retirement More Affordable

Property taxes remain one of the largest annual expenses for many New Jersey retirees, making every available relief program worth exploring. PAS-1 removes much of the confusion by allowing eligible homeowners to apply for ANCHOR, Senior Freeze, and Stay NJ through a single application instead of navigating three separate processes. Even if you’re unsure which benefit you qualify for, submitting one application lets the state determine your eligibility across all three programs. With the filing deadline set for November 2, 2026, waiting until the last minute only increases the chances of delays or missing important documentation.
