Which States Are Lowering Income Taxes? Here’s Where Rates Are Changing

State income taxes can have a significant impact on your paycheck, retirement income, and long-term financial planning. Over the past few years, a growing number of states have reduced individual income tax rates in an effort to attract new residents, encourage business investment, and return surplus revenue to taxpayers. According to the Tax Foundation, several states implemented new income tax reductions for 2026, while others continue multi-year plans to lower or eventually eliminate their income taxes. Before deciding whether a tax cut could benefit you, it’s important to understand not only where rates are falling, but also how those changes fit into the bigger financial picture.

Kentucky Continues Its Push Toward Lower Income Taxes

Kentucky reduced its flat individual income tax rate from 4.0% to 3.5% for the 2026 tax year as part of a long-term strategy that could eventually eliminate the state’s individual income tax if revenue targets continue to be met. For many working households, that translates into lower state tax withholding and a modest increase in take-home pay. While the exact savings depend on your income and filing status, the reduction is another step in Kentucky’s broader tax reform effort.

Mississippi Continues Its Multi-Year Phase-Down

Mississippi lowered its individual income tax rate to 4.0% as part of a scheduled multi-year reduction. State leaders have said the goal is to gradually reduce the income tax burden while encouraging economic growth and making the state more competitive with neighboring states. Residents should continue watching future legislative sessions, as additional reductions are already built into the state’s long-term tax plan.

North Carolina and Georgia Continue Gradual Reductions

North Carolina reduced its flat income tax rate to 3.99% for 2026, continuing a series of scheduled tax cuts that have taken place over the past decade. Georgia has also continued lowering its flat income tax rate through its own phased reduction plan. Both states have promoted lower income taxes as a way to attract businesses, employers, and new residents.

Indiana and Ohio Simplify Their Tax Systems

Indiana lowered its flat income tax rate to 2.95%, with additional reductions already scheduled if state revenue targets are met. Ohio also simplified its tax system by moving to a 2.75% flat tax on most nonbusiness income, replacing its previous multi-bracket structure. Supporters say these changes make tax filing easier while reducing overall tax liability for many residents.

Montana and Oklahoma Reduce Top Rates

Montana reduced its top individual income tax rate to 5.65%, while Oklahoma lowered its top rate to 4.5% as part of broader tax reforms. Although these changes may not dramatically affect every taxpayer, they continue a national trend of states reducing personal income tax rates in an effort to remain economically competitive.

If you’re considering relocating, compare the overall tax burden, housing costs, healthcare expenses, and cost of living rather than focusing on one tax rate. Retirees should also pay attention to how each state taxes Social Security benefits, pensions, and retirement account withdrawals, as those rules can significantly affect long-term retirement income.

Questions to Ask Before Moving for Lower Taxes

If you’re thinking about relocating because of lower state income taxes, ask yourself:

How much would I actually save each year?
Does the state tax retirement income?
Are property taxes or homeowners insurance significantly higher?
What is the overall cost of living?
Will lower taxes offset higher housing or healthcare costs?
How will the move affect my long-term retirement plan?

A lower income tax rate can certainly put more money back in your pocket, but the best financial decision depends on your complete tax picture, not just a single percentage on a tax table.

Looking Beyond the Tax Rate

Lower income taxes can make a meaningful difference in your annual budget, especially for working families and retirees living on fixed incomes. But before making financial decisions (or packing up for a move), it’s important to look at the complete picture. A state with lower income taxes may offset those savings through higher property taxes, sales taxes, insurance costs, or other fees, while some states offer valuable tax breaks on retirement income that could outweigh a small difference in income tax rates. As more states continue to adjust their tax policies, reviewing the total cost of living alongside the tax burden can help you make a decision that supports your long-term financial goals rather than focusing on a single number.
